Yes, it is an object/character that you can put into your game. Sprites are usually animated (e.g. ball moving, character dancing etc.).

You can't make animated characters with Paint alone, if you mean that.

Paint is actually a lot better than most people think.

Anyways, you can use Jasc Animation Shop Pro, which you can get a free trial of (I think it's included with the trial of Paint Shop Pro), to animate your sprites.
