Key, paper, balloon, net, 3 pieces.

Paper clue is in Japanese....forced both combos...placed 3 pieces but unable to determine order.
I probably could force order but I'm sick of this game...as I can't read clues.

Ghost, 3-eyes, Foot-only

498, but not sure about middle one
