Also, If you keep going up, you'll go into and find more rooms, the music really creeps you out, but its cool though. Is there voices in it?

Dunno, but it can be turned off. It was distracting me, so i did. The option is in your inventory.

Higher up. You'll need the 2nd floor key to get to it. Go to the second floor, then go right a couple of screens. Find the big mettal door, go in and you should see several ladders. Go up until you find a door, nearly at the top. Use the 2nd floor key to open it, then go to the left. Go left again and it will be sitting on a table next to a collapsed window.

No, I cna't figure out what's up with it. I tried shutting off all the lights (thinking it needed a lot of power) I'm stuck.

You need the light bulb to get the camera to work,

get the light bulb from the second floor, to the right instead of left. You have to enter the code into the device to open it, the code can be found on the picture of the lighthouse hanging on a wall.
