Well, it depends what kind of games you want to make. If you want to make online games, you have to use Flash and learn programming.
If you want to create downloadable games, there are different kind of software, e.g.:
Adventure Game Studio (Freeware)
SCI Studio (Freeware)
AGAST (no IDE)
MAD project (Freeware)
AGI Studio (Freeware)
SLUDGE (Shareware)
Adventure Maker (Shareware)
3D Adventure Studio

I use Adventure Maker. Some of them need no programming knowledge to start with your games, however if you have ideas that you want to realise as you want, you have to learn some programming.
